If you go to Help, Licensing & View.
Has the Test & Debug component pack got a red X or is it active?
What happens when you select View oscilloscope?
Are you saying when the oscilloscope ion has an outline around it you can't see the oscilloscope window?

Have you tried selecting the Window Ribbon, then Default?

Thank you medelec35 making the default window the oscilloscope worked.

You're welcome.
Rather than a bug, I believe the window was allowed by your PC to go out of monitor range.
Thanks for letting us know it's sorted.
