Could someone please tell me if FC9 is dependent on additional Toolchain / Compiler installs or does this only apply to FC8/7 ?? Thank you in advance

Yes, Flocode v9 is dependent on toolchains.
You can download the required toolchains from here
It should be noted that avr and pic8 for v7/8 won't work with v9.
You must get those from the above site if you already have them for v7/8
