I'm using these timings with a lot of success on a 16-bit PIC device. Please can you have a go.
Also are you buffering the dsPIC output from 3V3 to 5V? Or driving the LEDs at a voltage lower then 5V. I think with the LEDs at 5V they won't accept a 3V3 control signal.
This is my circuit if it helps, it uses a buffer to convert the 3V3 output signal to 5V and includes a FET to allow the LEDs to be powered on and off to limit initial inrush current (this shouldn't be an issue on smaller displays). See step 2.
