Where can i download SDK for V3 to create new component. Or can you create new component to use Power PWM Module on PIC18F4331.

The SDK is not supported and is not useable in its current state. Instead, I suggest you just use the existing PWM module and customise the code for it (either using the "code customisation" feature of V4, or by directly editing the component C file in V3).
