EB006 V7 Multiprogrammer

Hi
I've just bought a 2nd EB006 V7 and though it appears to be working fine it has a slightly different behavior to my original one.
When I power up the new board without the USB cable plugged in to the EB006, both green and yellow leds light, the original board only the green one lights.
The new board has a surface mount component soldered to the back of J29.
Am I right in assuming this is a fix for the problem that has been reported on here about the usb port under certain conditions ?
