If you have other devices thats using the mchpusb64.sys or mchpusb.sys
flowcode can run into problems when you presse reset for programming.
Look into devicemanager, under the tab "Custom USB Devices" -
If there is a "Microchip Custom USB device" active you can have the problem.
My device i a Mplab Real ICE programmer, and i have to unplug it to use FlowCode Programmer.

Yes this is a limitation of the Microchip system file that is responsible for controlling the USB transactions. Unfortunatley there is not a lot we can do about this short of getting Microchip to re-write their system file which I don't really think is going to happen. At least not in the near future.
