Gets a ports details from its name or index
- STRING	Index
The index of the port or a quoted port name
- UINT	Bank
The port-bank the port is associated with, 0 for the target chip
- UINT	BitBase
The number of bits into the port the ID is connected to
- UINT	BitWidth
The number of bits the port would read or write from
- ULONG	Return
