ClearPackets
Clears existing overlay packets from the stream 
- HANDLE StreamH
The stream that is to be read 
- LONG TimeUS
The -ve time offset to start clearing from, in microseconds 
- ULONG Duration
The duration of the span to clear 
- NONE Return
