SetYAxisLabels
Sets the labels for the Y-axis of the given stream 
- HANDLE StreamH
A handle to a previously created datascope stream 
- STRING Top Label
The label for the top of the Y-axis 
- STRING Bottom Label
The label for the bottom of the Y-axis 
- NONE Return
