SetViewMode
Sets whether to draw at a fixed size or to scale based on distance from the camera 
- HANDLE TextLabel
The handle to the label to alter 
- ULONG Clear
Some VMode_... flags to control the look of the label

Some VMode_... flags to control the look of the label
