	TimerStart
Calls the Component.Timer event with Ident as an argument after Millisecs time
- ULONG	Ident
A user-defined value to pass to the timer event for identification
- ULONG	Millisecs
The minimum number of milliseconds to wait until the timer is fired
- NONE	Return
