Unfortunately this is not the problem.
Quartz frequency is 8Mhz /2=4 x 20 =80MHz 'clock for PIC / Prim Osz.
Quartz frequency is 8Mhz /2=4 x 24 =96MHz / 2 =48MHz for USB / Prim Osz
