Yes - it's attempting to run 'C:\Program Files (x86)\Flowcode v10\tools\PICkit3\PK3CMD.exe' which I would assume is part of the Microchip package (PIC compiler etc)
It's certainly included in MPLab X setup - though someone can maybe point you to a simpler (read smaller) download
Just checked - and it is installed on my PC - and runs OK (tested from a command prompt) - So check the location on your machine and see if it runs. If not try re-installing the PIC toolchain.
