ResyncPacket
Sent when Packet_ResyncEv is specified in scope decoding 
- HANDLE StreamH
The scope being decoded 
- LONG TimeOffset
The -ve offset from now of the current time to be decoded in ticks 
- ULONG Duration
The maximum number of ticks to decode into packets packet from the TimeOffset 
- ULONG Period
The wave period to use for synchronisation 
- HANDLE ClockH
A clock stream (if present) to use for synchronisation 
- ULONG PacketFlags
A set of flags provided by the caller to help decode the stream 
- ULONG Return Negative to claim the decode and abort the operation else the ticks to step foreward by
