GraphicPoll
Called when a tooltip graphic is updating with the draw image already pushed 
- HANDLE Component
The object under the mouse 
- FLOAT X
X size of tooltip area 
- FLOAT Y
Y size of tooltip area 
- ULONG Return
Non-zero to keep the tooltip event
