Is app developer free now (and other questions)

Hi,
When I purchased the Raspberry Pi this morning I noticed app developer was not there so does that mean it now come free like all the components?

The reason I was looking was that I noticed you could use the raspberry Pi for communication over Ethernet and as I am having so much trouble with external web pages thought this might be a better front end for me as it has gauges and charts.

I was also looking at a way of debugging my Pi code as something is not working where it used to until I reinstalled the OS, I wondered if I could include a text box and then send predetermined texts out for debugging.
