Can the chip pack be installed separately?
I want to buy Flowcode V9 first, Academic single user (includes 1 chip pack (AVR) and all features) for study. Wait for some time to buy the other 6 chip packs. Can these six chip packages be independently installed into FLOWCODE V9?

Yes - you can buy additional chip packs for v9 at any time after your initial purchase. This is the case for all versions of Flowcode (hobbyist, professional and academic).
However, please note that the academic version of Flowcode is only available for academic institutions. If you are an individual then you should buy the hobbyist version (unless you intend to use Flowcode in a commercial setting, in which case you must buy the professional version).
