when I go to open a project, both new and old, this error appears, and it doesn't make me do anything

Hi.
That is a known error that sometimes occurs.
You could try Selecting View ribbon, Global Settings and changing the graphics engine to OpenGL Software.
If that causes too much of an issue, then the message can be ignored.
